The ECJ made the relevant ruling on 24th February 2022.

Before this all flights operated by EU airlines were subject to EU261. Now as a result of this ruling if the ticketed origin and destination are both outside the EU then EU261 doesn't apply. Perhaps this explains why your previous claims were successful.
