Unfortunately the regulation covers the entire ticketed routing, what i find odd is that when it involves a EU carrier & a connection within the EU it is still not covered.
It is a logical extension of the fact that the ECJ interpreted a single booking from EU to non-EU via a change of planes at a non-EU airport on a non-EU carrrier (BER-CMN-AGA on AT, IIRC) as within scope.
