Taxis will be readily available. However, many don’t accept credit card. You can also prearrange an airport pickup. The rate would be similar at late night (as taxis in Taoyuan don’t have late night surcharge but most airport pickups do).

Just be careful about illegal “white-plate cars” - their drivers typically prey on passengers arriving late night or early morning in the arrival hall. You can tell them from taxis and legal airport pickups by the license plates. Taxis would start with T (and with red fonts), and airport pickups would start with R.
