Same thing happened to me and my son. I am PLAT and I was allocated a seat and could change my seat online, but my Son who is Silver, could not.
Seems to be something about status. I got my seat assigned to my son by calling OP and a nice person there broke some rules and confirmed that Status comes into play somehow...... but they not allowed to tell you that.
