Is this more of AA's Philly shenanigans? At this rate looking at Condor for $972 and get lesser miles to my AS MP.
On an all-AA trans-Atlantic itinerary, Premium Economy awards should be offered, unless a flight is completely sold out. I would keep checking periodically.

There is no "lovely premium tax" for connections through LHR, or for arrivals into LHR; only for departures originating in the U.K.
