Iberia downgraded ticket--how to get compensation under EU261?

My parents bought Premium Economy seats on Iberia to fly to Madrid. They are flying out tomorrow (IAD to Madrid (returning in several weeks)) and today received an email from Iberia that they are being downgraded to Economy for both the flight to Madrid and back. No explanation for why. There was an option to be compensated via a voucher from Iberia but my parents are unlikely to ever fly that airline again and from what I read, under EU rule 261 they are entitled to a reimbursement of 75% in cash for the downgrade and don't need to take the voucher. How do they go about requesting the reimbursement for both legs of the trip? I see Iberia has an online Complaint form and one option is "seat change" - is that the one that gets filled out for being downgraded? Do they have to wait to fly back (i.e., take both flights sitting in economy) before they can submit this form? I see from various online comments that this is going to be an uphill battle with Iberia and I don't want my parents to fill out the wrong information and either lose time or give up their rights. Any suggestions/advise are greatly appreciated! I've also read about some companies that do all of this for you, for a portion of the refund--curious if anyone has a good experience with those companies? Thanks.
