I don't think anybody on FT is absolutely sure of this.

IB won't tell you the exact fare conditions during the booking process. You need to double-check with Matrix, a major OTA such as Expedia, etc.

Business Flexible is really supposed to be fully refundable, but I don't know how many people around have actually booked that fare and then needed a cash refund.
