Don't attribute to malice that which can be incompetence. If the delay cause is coded as ATC and everyone believes "what the computer says" and nothing else to contradict it the agents will see the same data and give the same (potentially incorrect) answer.

Believe OP said it was a UA flight on the gate so being SQ31 seems a bit unlikely
