I sent a note to the HON feedback email and my PA about this and my PA finally got a response from IAD overnight:
We are not able to expedite passengers through the immigration; there is not separate line for First class. Only if passenger holds Global entry, there is possible to go through it faster. Our agent escorting passenger, will stay with passenger in the line as long as it takes. If passenger has baggage checked in, the agent will go to customs area and locate the luggage, so passenger doesn’t have to search for it.
As you know, we were forced to stop the limo service for our HONs and F/cl Passengers in IAD a few years ago since it not approved by Customs and Border Protection office.
Call me cynical, but I'm not sure I believe it is 'not approved' rather than 'too expensive'. It was approved in the past, why not now? And why does CBP allow fast-tracking in some airports and not others, at least on departure? e.g. in August, I was whisked through security departing ORD (but nothing inbound), and last year had a great service departing JFK and LAX, skipping all the queues.
