Qatar Airways flights with an Alaska (AS) flight number
To qualify, flights must be within the Alaska flight number range (AS) 5700–5999, and be marketed by Alaska Airlines and operated by Qatar Airways. The two-letter airline code (AS) must precede the flight number (for example, AS XXXX) on your ticket receipt or boarding pass. Based on the above earn chart, [AS CHART] base miles and fare-class bonus miles earned are eligible for elite qualifying miles.

To qualify, flights must be within the Qatar Airways flight number range (QR) 1–2949, 3000–3149, or 5000–6599, and be marketed and operated by Qatar Airways or codeshare flights marketed by Qatar Airways and operated by oneworld member airlines or affiliates. The two-letter airline code (QR) must precede the flight number (for example, QR XXXX) on your ticket receipt or boarding pass. Based on the above earn chart, [QR CHART] base miles and fare-class bonus miles earned are eligible for elite qualifying miles.
In oneworld, it is the marketing carrier that determines what you earn in Mileage Plan. Who plates the ticket is irrelevant. The bottom line is that a QR flight starting with QR×××× is QR marketed and earnings in Mileage Plan will be according to the QR charts.. An AS flight AS××××, but operated by QR, is an AS marketed flight and earnings in Mileage Plan will be according to the AS charts.
AS can market select flights. We don't know the route nor if it is a route that AS can market. Since your flight was QR××××, it is a QR marketed and operated flight and the EQM you earned is consistent with policy.

How does that concur with the following provision of AlaskaAir.com stated policy:For Qatar Airways flights that are within the flight number range (QR) 1–2949, 3000–3149, or 5000–6599, Mileage Plan base miles, class of service bonuses and elite qualifying miles (EQMs) earned are based on class of service booked, elite status and booking channel.
When you book directly through AlaskaAir.com, you’ll earn based on the table below or at least 100% of your miles flown and 100% elite-qualifying miles—whichever is greater. Saver or basic economy tickets are excluded. Effective for flights on or after January 1, 2024. If booking elsewhere, the following table applies.
