If they need to recheck bags (rather than checking everything through from their first flight), the most efficient path is to exit at T3, walk landside to the International Terminal, check their bags there, then clear security at International A, then walk airside to T1 for food options there.
If they do NOT need to recheck bags, they could stay inside security and walk from T3 -> T2 -> T1 -> A, and eat somewhere along the way. It's a longer walk but does not require clearing security at any point.
