Because they are also using PS-equipped planes to HNL. From DL's perspective, they're not maximizing revenue when they give away PS seats to PLT and Diamond "for free" and give away C+ seats to regular pax when they can charge for them.

I'm mildly surprised (yes, logistical reasons and inconsistent product are the answers) that DL isn't charging for PS and D1 for ATL-LAX or ATL-LAS when they're flying 767s and A350s. ATL-MCO doesn't surprise me since you can't really provide a D1 experience on those short hops.
