Thanks for posting and welcome to FT, Kenturnage! I am not sure if anyone knows the answer to your question. I rarely fly Y so I don't know the answer with 100% certainty and when I fly Y I never recline my seat. But usually those emergency exit seats recline just like normal Y seats. They are slightly smaller due to the tray table being inside the arm rest but the recline is normal AFAIK. On 46a you have the slide / raft compartment of the door in front of you but legroom is still much better.
