Another data point on the surcharge issue:
a) Held a reservation last night and called to ticket / apply SWU (wanted to confirm the agent could see the availability, as I've had some not great experiences), from world traveller to Club Europe and from world traveller plus to Club World on another segment. Everything went fine, no surcharges.
b) Repeated the process today on the *exact* same itinerary (fare codes, flights) for a different passenger, and two agents (one of whom spoke with two different people at the rate desk) and AA tried to charge $350.

The inconsistency here is mind boggling and really devalues SWUs (even if it's incorrectly collected and we might eventually get there through HUCA, the effort and confusion takes the customer from something that is supposed to be nice and makes us angry at the airline).
