You will get the free bag.

I haven't flown long-haul on UX, but regularly fly them short/mid haul in Eco Lite. As non-UX STE+, I do not get free seat selection at booking or before the OLCI opens. During OLCI, seats in the front sections, exit row, and such remain for-pay but at least I can freely select seats in the back of the cabin.

Maybe someone else confirm if it is the same for long haul. (I would assume so.)
