Delta had a major fare-filing issue since september 12th when many connections completely disappeared because the fares did not allowed transfers to partner airlines in the US or europe or both. It affected all fares, even the fully unrestricted J fares. Really weird, but as you noted they are coming back slowly. Would be interesting to know what happend behind the scenes.
