I realise what I'm about to say may appear a little picky, it's not meant to be but I think it is important we clarify the airline's role. An airline needs to remember that its job is not to act as a quasi immigration officer, its job is simple: they need to check the passenger is in possession of the correct 'travel documents' for the intended journey (which may also mean checking any visa that may be required).

As you say, if the passenger is in possession of the correct travel documents and the airlines refuses to carry the passenger, UK/EC261 is in scope for IDB.
