The same thing happens at restaurants. They don't put out butter for instance and you have to ask for it. What's the big deal of asking for it. Mostly everywhere is cutting waste. Most people will accept an extra drink if the attendant automatically fills their glass, and end up not drinking all of it. I see people do that on flights. They even waste food. So I like the fact the passenger needs to ask for more instead of the attendant simply pouring more.
You go to some low-class restaurants then. Who is talking about automatically filling glasses? That was just one anecdote from Austrian in a case where it was obvious that water was my "secondary drink" and it was empty when the main course came so they automatically refilled it.
The point is that primarily, they should ask you, and not the other way around, especcially when it comes to basics and when you obviously want more (e.g. empty glasses after the starter)
