I'm a "Frankfurter Bub" (i.e., from Frankfurt). Of course, there are different degrees of unsafe and the Bahnhofsviertel is not as unsafe as Baltimore, Maryland or certain Latin American cities.
But it's gotten a lot less safe, I personally know people who were pickpocketed ("Trickdiebstahl"). Also, with violence so much up there, it has become much more likely statistically you get in the middle of clan/organized crime related violence. The increased stabbings and shootings there are a statistical fact. Also, the number of junkies and dealers has really exploded. They're everywhere, it's not just a group of junkies near the Druckraum (harm-reduction injection site) and alcoholics near the Kaisersack anymore. Again, the smell and the dirt has really gotten out of hand.
We used to go clubbing in the Bahnhofsviertel not too long ago. But we don't anymore. I also don't see this as s place for visitors to feel safe late at night.
Would you also discourage people from staying at the HI Alte Oper around the corner and the HGI?

They are better. You can reach them via Mainzer. But again, not ideal.. If you want to eat out, perhaps heading to Munchner, you gotta get by all those unsavory characters and through the high-crime zone.
Really, there are better places in FRA to stay. Between Alte Oper, Rossmarkt, and Konstablerwache for location. Or Sachsenhausen. And if location doesn't matter (Frankfurt is not a big city, you get everywhere quickly), you can also consider something like Europaviertel. But Bahnhofsviertel? Not nice and less safe than in the past.
