I am SE and a flexible PE booking YVR-BKK which the picture below shows as "eUpgrade space is available" but I am "outside my clearance window." When I go to the upgrade site, it says upgrade not available. Is this a glitch? If so, is there a way to resolve it, e.g., by calling in?

For the YVR-BKK segment, there's nothing to upgrade, as you'll already be seated in Business Class per the mixed cabin note. This can happen if Premium Economy is sold out. What do you see if you go to seat selection for this flight?
