Airlines love to make up rules, like requiring a return flight for places that don't require it or requesting visas you can receive on arrival.
That was actually my point. Anyone incorrectly IDB'd is entitled to £520 per person, plus a free rebook, and if BA found itself paying that 20 times over on one flight then VCE's ground handling contract would be somewhat under the spotlight. Any invented rule in this space has very little to do with the airline.
