Upgrade requests are made by waitlisting U class (when there are no seats available in that fare bucket), so whether there are 1 or 58 seats available in other revenue classes has no bearing on the matter.
That was my understanding as well, was the first time I had heard of anything in this regard. Likely an ill-informed agent, and hopefully not a change in policy.
