The cheapest rooms at this hotel are listed as "Dog-Friendly Room," and under rate details, it says "only guests with dogs can stay together in this room."

Does that mean I can't book this room type/rate if I'm not staying with a dog? That's my interpretation, but maybe instead it means that guests with dogs can only stay in that room type (a common limitations at many hotels)?
