Fair enough. I personally have not experienced the stereotypical 'loud obnoxious cell phone user' as a seatmate or cabinmate in my travels; my perspective may change if/when I'm subjected to such an experience first-hand.
I have been both the annoyer and annoyee holding conversations on a plane. It's hard to sleep if someone is talking nearby even at reasonable volume. Doubly annoying if it's only one side of the conversation, which seems to force your mind to contemplate what's being said on the other (inaudible) end.
I would hope there would be a prohibition - either technical or legal - with perhaps some exception for, say, the first and last 30 minutes of the flight.
