Which would make me wonder if there's some liability issue, except, they're allowed to carry food up the stairs... and I visited the VS Clubhouse on the same trip and they had no problem serving drinks to order upstairs as well ¯\_(ツ)_/¯
Ah! Tentatively, I think you figured it out. When I've gone it has been much easier to find a seat upstairs, so I only ever sat there. I don't know why the server that I asked didn't tell me that, but your theory is certainly plausible.
I'll have to experiment next time I go.
