After my many C class flights with TK I can confirm that proactiveness in drink refills is their weak point indeed (but so are many other airlines), and a lot depends on cabin occupancy. I'm always puzzled about people raving about TK food in business... well, the portions are getting smaller on shorter flights, the menu is usually very repetitive, and wine selection is bad in general. And I usually tend to avoid fish on any airline...
