As someone who audits/approves these things for my employer, please do not expense a flight that was refunded/you didn't take. That's fraud, even if you end up claiming less than you're otherwise entitled to, and it is so easy to detect/flag. You don't want that kind of attention. It's definitely reasonable to drive during a pilots' strike.
Of course. But then, at least in my environment, the reasonable thing to do would be to be clear that I drove, but limit my claim to the price of the ticket.
I would imagine this would be the OP's plan.
