This is a particular sore point in Italy. Yes, the system generally works. However, one problem is often the condition or the availability of special rooms that are significantly lower in quality (the entry-level categories regularly receive tours). Some hotels were really good.... in the 80s or 90s. Nothing has happened since then. I could recommend some very nice hotels, but we're talking about different prices from 200€ per night.
