I tried to access both Cafe and DOM MLL on Aug 31 2024 specifically but was denied entry.... I was able to access these lounge on international flights out of YYZ on both AC/Star Alliance Carriers e.g. TP back in Feb / May 2024 respectively.

With all this it has been documented in the past that access to the domestic MLL has been granted, especially with it being an easy walk to the int'l gates. And I full understand why the domestic would be preferable to the int'l during busy periods. I think you probably just got the wrong agent.
I have star alliance gold elite status and I am departing out of YYZ, not connecting.... I actually made multiple attempts... both the agent and the automatic gates at Cafe and DOM MLL rejected the boarding pass / QR code. I also specifically requested entry due to the crowding issue in the INTL MLL but the lounge dragon said no. On the other hand, the Plaza Premium lounge DOM happily granted my entry with an international flight after I told them that the INTL one is over crowded.

Perhaps they are enforcing this during busy travel season?
