I think it may matter whether you're downstairs or upstairs. I was here at the end of August and it seemed like there was a drinks tab when scanning the QR code downstairs in the buffet area. But when I moved upstairs and asked about ordering a drink the server said they're not allowed to carry drinks up the stairs or something.
Which would make me wonder if there's some liability issue, except, they're allowed to carry food up the stairs... and I visited the VS Clubhouse on the same trip and they had no problem serving drinks to order upstairs as well ¯\_(ツ)_/¯
