At least EK is offering their pax shuttle service at HND for their late arrival. QR / JL isn't doing anything except forcing people into an expensive taxi or airport hotel.
The deciding factor is probably mostly about slot availability. Doha does not have day time slots in Haneda, so the departures and arrivals would need to happen between 22:30 and 06:30. The current schedule is to depart Haneda at 22:50 and land at Doha at 04:40, then return again at 07:15 for a 23:55 arrival. Now they could probably shave a bit of the turn time in Doha. Then they could leave the aircraft on the ground in Doha for an additional 6 hours or so, for an early morning arrival. But fleet utilisation might not make that ideal, the aircraft tends to become JL33 to Bangkok at 01:20 after returning to Haneda.
