No it does not. Non-refundable fares remain non-refundable and for Main or higher non-refundable fares it just means you won't be charged any fees for changes or cancellations. Changes will still be subject to potential fare differences and a cancellation will result in credit for future travel (generally good for 1 year from ticket issue), not a refund to original form of payment. Any change fees (for origins where they are applicable) can be found in the Penalties section of the fare rules.
Example below for EU origin (which is not covered by waiver) non-refundable Main fares which currently have a 200.00 EUR change fee.
