They are all custom designed, which is a big part of the overall problem with Allegris program.

The current idea in airline industry (and this has been true since before the beginning of Allegris program, although not as much in premium cabins back then) is that the "best" strategy is to hook a passenger with a low base price, and then extract value with ancillaries. This has been very effective in Y with things like Light tarrifs and BoB, now the trend is to try and introduce the same concepts into Business class as well. It's not just LH group, I think QR was the first one to introduce promo business tarriffs without lounge access (at least as far as I remember), AFKL are introducing Business Light as well, and of course as you note, throne seating with OS and LX was already an extra charge.
