One more thing to consider is the UK background check that the baby will need in order to apply for Global Entry.

I am not sure of the practicality of applying for it from abroad and/or by someone who was not born and has never lived in the UK.

That's probably a subject best discussed in the UK Citizens Global Entry Applications and Renewals Procedures & Timelines thread.

My hunch is that applying for NEXUS will be easier.
