Yes, she's a dual citizen -- both Canada (jus soli) and the UK, by lineage.
She currently only has a Canadian passport, though. In the process of applying for her UK one.
One more thing to consider is the UK background check that the baby will need in order to apply for Global Entry.
I am not sure of the practicality of applying for it from abroad and/or by someone who was not born and has never lived in the UK.
That's probably a subject best discussed in the
UK Citizens Global Entry Applications and Renewals Procedures & Timelines thread.
My hunch is that applying for NEXUS will be easier.
