Sounds like you missed the sign for the Fast Break pickup. Budget Fast Break at many medium and large airports is in the garage near the cars. I walked to the garage booth at ALB, CMH, ATL, BOS for the Fast Break pickup. I have never waited in a long line for a Fast Break rental.
