No. The ramp is not controlled by ATC, that is considered a "non-movement" area. ATC doesn't take over until they get to a taxiway.

Anything whether a mobile lounge, truck, bus, or plane is part of the traffic out there and is controlled. They're all on the radio.
They are on the radio to the ramp tower, not to the ATC control tower. They would only call the control tower when they arrive at or need to get on or cross an active taxiway or runway.
