In fact, quite a few of the last people to board had a red beep and needed to check with a GA. It's possible that after a point they started enforcing the rules for light ticket holders.
I've witnessed the "red beep" even at the front of the line, albeit at a bus gate at HEL. Gate check or furious shuffling ensued, some people were able to "unload" their carry-ons to travel companions etc.
