Honestly, you’re better using a device. Even if the photo place gives you a digital file, check the format provided is acceptable…and the photo evaluation test program is, well, a bit uneven, so be sure they give you several. Despite saying manipulation is unacceptable, I cropped and slightly resized to better match the template and it was just fine.

For a new passport for a juvenile, took several shots with an iPad, rejected for background issues…took several more on a different background, accepted easily…then a few days later, a rejection notice for the picture the system previous accepted without a reason why…resubmitted another that I could not see was significantly different than the rejected one but the system approved of again…accepted. Even on a new passport, and with the photo faff, shiny new passport in hand within three weeks.
