Huh? That sentence makes no sense.
There is no targeting of iOS users. The app offers upgrades regardless of whether it is iOS or Android. There is no increased cost to target iOS users. You are making stuff up.
I'd say they're getting confused with the app store fee that is charged for purchases through their platforms, however, the fee charged appears to be the same between platforms, and the purchase of physical goods (such as flights and that excavator from a certain site that rhymes with memu) is excluded from that, so there should be no difference unless AA is making it as such.
