Every block of seats has enough space in the overhead bins for the appropriate number of hand luggage items, if the specified size rules were enforced. Also, checking-in random people's hand luggage doesn't necessarily create space in the aircraft where it may be needed.
But it is so simple, BA - enforce the hand luggage size limits, checking in any that are oversize, and the enforced check-in goes away.
