We used Uber at OTP and throughout the city (super easy), it's on the second level near the train station (not many signs to point you to it, but there will be queues for private transport and Uber. Around 68 RON from airport to hotel.

Alot of folks smoke; so be prepared if you are a non smoker; meaning, inside the cars (taxis/Ubers), will smell like cigarettes.
