Too many years ago to be still considered relevant I was living in business hotels almost every week, but mostly in the same small handful of hotels over and over. I got to know several Marriott and Hyatt managers, some GM and some just below, reasonably well. I came away with the impression they had to be acceptable to the franchisee, but were actually direct corporate employees.

Does anyone know or related to a GM (or not far from it) that can answer the question?
Marriott owns at any given time a handful of properties (you can search their annual 10K filing - it's in there - usually less than 100), and they manage over 2000 properties globally. At those properties the staff (not just the GM) are Marriott employees and your paycheck comes from Marriott International. For the rest of the properties, everybody is employed by XYZ franchise company.

Under the franchise scenario, Marriott has zero say in anything staffing related from pay rates, number of FTEs on site, what's in the handbook to who is hired for any position and why should they, it's not their hotel, it's XYZ's hotel. It's the same for any major brand under a franchise arrangement.
