The knee and leg room in standard rows is perfectly adequate for the long legged. I doubt he'll be significantly more comfortable in front row than anywhere else in WTP.
I'm 6'4" 105kg with size UK13 feet (i.e. Rugby Player size). Standard WTP rows are prefectly comfortable for me.
I only travel Premium Economy long haul for obvious reasons.
I've never had the bulkhead row, but I would be worried about the restricted seat width because of the armrests. I never use the footrests because they're in the wrong location for me.
You can fully stretch your legs under the seat in front so long as there isn't that stupid IFE box in the way.
I've been in WTP on the A380, B772 and B787-9 with no issues.
