In Singapore it is not like NH gives access to their Diamonds and not to *G. They give a better access to Diamonds, but still a lounge for any *G on NH.

I have never been anywhere where the carrier paying for the lounge access at a contract lounge gives access to their own *G, and not to partner *G.
I have (transborder contract lounge at YYC to name one). My understanding is airlines individually, not on behalf of an alliance, contract with 3rd party lounges for their own passengers, as stated above by another poster.
