Assuming that this is the gift card we're talking about...

Are there any fees for the use of the Card after issuance? This Card has NO FEES AFTER ISSUANCE (including dormancy, service or other fees).
Do the funds on the Card expire? No, the funds on the Card do not expire

Whether you are purchasing Hilton Gift Cards for yourself or as a gift, there are no purchase fees. Choose from the most popular denominations: $25, $50, $100, $250, & $500.
So if there is really a stealth $7 fee being charged for the card that would not only not be disclosed be contrary to one or both of those explicit statements & if Amex customer service (from the T&Cs "Customer Service Number (1-888-846-4308)" ) can't provide an accounting I'd probably be inclined to reach out to the CFPB and/or my state's Attorney General
