The issue here isn't the airline not providing lounge access but providing it and restricting it to their own members only, which goes against one of the essential selling points of an alliance. SK may not have contracted lounges but as an EBG I was able to access whatever the operating carrier was providing while in Star Alliance (of course now LH takes a similar approach with SK lounges, but that's a new thing).
