At least the rep agrees with me too but she has to open a ticket and send it to their "research team" and it could take up to 5 business days but usually only takes 2 or 3.
I got the refund. In case anyone sees this, working directly with "eToll" yielded more results than working with Avis directly. But you have to call. They didn't seem to pay attention to my email.
Email text: "I have reviewed your account and concluded my research. I was able to identify a discrepancy that indicates that the tolls reported against the vehicle are invalid.
I'm issuing you a full adjustment of $6.81. Please allow up to 5 business days for it to post back to your account."
