I would prefer the ATM from bank vs one of the exchange services.
That's usually the case when I use my Citi debit card at foreign ATMs. The CTBC ones have been the only exceptions. But again that was all from years ago, and I did eventually get reimbursed (just had to call Citi).
I believe only banks and the post office can operate ATMs in Taiwan.
