A long time ago I often had to use my Citi US debit card to take out cash from a CTBC ATM, which had a $100 fee. The fee was not automatically reimbursed. When I contacted Citi, I was told that it was because instead of debiting me for say $3,000 plus fee, I was debited $3,100.

Just keep this in mind and see if Schwabs reimburses the fees.
