If I read this note correctly, the baggage drop-off deadline remains 45 min for domestic flights:

2Flights from Toronto Billy Bishop (YTZ) Airport, and Landline motorcoach segments from Hamilton (YHM) and Kitchener-Waterloo (YFK) airports: 30 minutes. Baggage drop-off closes: 45 minutes (YTZ: 25 minutes / Landline YHM & YKF: 15 minutes)
